The project to construct the New Peebles Hospital in Road Town, Tortola, BVI, commenced on site in 2008. The hospital was originally scheduled to be completed in 2011, but it experienced numerous delays and cost overruns and in 2009 Kevin Drysdale (while working for BCQS) was appointed by Banco Popular to investigate how its funding was being spent.
Based upon his report the BVI Government appointed BCQS to take over the project management and cost management of the project, however significant contractual and financial issues were identified and in 2010 the employment of the incumbent contractor was terminated and the Works suspended.
While the project was on hold the builders work and MEPF installations were investigated from the ground up, and a remedial works programme was put in place to rectify the significant issues that were identified.
While those works were ongoing Kevin Drysdale drew up a procurement strategy and robust cost plan to complete the new hospital and fulfil the Government's ambition of delivering first class health care in the British Virgin Islands
Nursing home operator Gable Care (part of the Ladbrook Group) drew up an ambitious planned development programme of new nursing and EMI care homes. Gable Care's vision was for the establishment of a new standard of care to that currently available in the UK and their new homes were designed (by various architectural practices) to deliver 5 star facilities.
Drysdale Southern were engaged by Gable Care as their consultant programme managers, project managers and quantity surveyors, overseeing the delivery of their programme throughout the UK.
Three years into the planned programme Gable Care was purchased by St Andrews Homes (a subsidiary of Vaux Brewery Company). Until then Vaux Brewery had been primarily focused on hotel investment via its Swallow Hotels brand, but recognised the value in the direction Gable Care was taking and injected the investment needed to complete the plan.
St Andrews Homes retained Drysdale Southern and together they delivered the plan's remaining four new nursing homes and two EMI homes over the course of the next 3 years
